PDP MLC’s daughter cracks IAS after topping in MBBS, KAS

SRINAGAR, May 4: As the Union Public Service Commission (UPSC) today announced results of the country’s most prestigious competitive examination, Civil Services Examination 2011, as many as seven candidates from Jammu & Kashmir were declared successful and recommended for appointment to Indian Administrative Service (IAS), Indian Police Service (IPS) and other All India Services. Five of them are from Kashmir and two more from Jammu division.

Luck has this year favoured Dr Syed Abid Rasheed Shah of Habib Colony, Baghat Barzulla, who, at serial number 23 of the merit list, figures among the 25 IAS toppers. He is loosely followed by Dr Syed Sehrish Asgar of Kishtwar (118), Mohammad Aijaz of Mendhar Poonch (268), Dr Inamul Haq Mengnoo (280), Dr Bashir Ahmad Bhat (434), Dr Manazir Jeelani Samoon (451) and Qazi Mohammad Salman Ibrahim (459).

Five of the selected candidates from J&K are doctors, one has Bachelors in Technology and another Masters in Financial Administration. Two of them---Abid and Aijaz---had been selected even last year but both have got higher ranking this year.

Currently under training at a Police training academy in Hyderabad, Dr Syed Abid Raheed Shah had been declared successful in last years examination by UPSC and was subsequently allotted IPS. With remarkable improvement this year, he is the only candidate from J&K who figures among the 25 IAS toppers. He is sure to get J&K cadre of IAS but strongly subject to the condition that Government of Jammu & Kashmir refers at least two vacancies---minimum of one in General category---to the Department of Personnel and Training of the Government of India.

Son of a retired Deputy Conservator of Forest, Abdul Rasheed Shah, and retired head master, Jehan Ara Naqashbandi, Dr Abid had previously completed MBBS from Acharya Shri Chander College of Medical Sciences (ASCOMS) Jammu. For some time later, he had worked as a Resident doctor at New Delhi’s Ram Manohar Lohia Hospital and SKIMS Medical College Bemina. In his first attempt in 2010-11, he qualified the UPSC examination and was placed in IPS. In 2011-12, he appeared again and rose up to rank number 23 in the merit list. He is sure to get IAS.

Abid told Early Times that hard work, perseverance, dedication to work for welfare of the common people besides his parents’ support and encouragement were the key factors behind his success. “With due credit to my parents, particularly my mother who taught thousands of students for 34 years of her service in Education Department, my friends, colleagues and teachers, I have to say that my key source of inspiration is my sister, Andleeb, who has just completed her MBA from University of Kashmir”, Abid said.

Since he wants to dedicate himself for the service of poor people in J&K, he is keenly aspiring to get J&K cadre. “Being already trained as Police officer, I have the rare prospects of dovetailing law and order with development, which, I believe, is need of the hour in our strife-torn state”, he added.

Dr Abid’s nearest follower in J&K is none other than Dr Syed Sehrish Asgar from Kishtwar, who happens to be the daughter of a retired officer of Kashmir Administrative Service (KAS) and now PDP’s leader and MLC, Syed Asgar Ali. This exceptionally brilliant candidate has the unique distinction of having topped in the MBBS from ASCOMS Jammu. During her school days, she had reached the top of a quiz competition conducted by Doordarshan India.

Born on 01-06-1986 in reputed Syed family of Kishtwar District, Sehrish had done her schooling from Presentation Convent Jammu and remained topper through all these years. After passing 10+2 with 90% from Presentation Convent, she joined ASCOMS Jammu in the year 2003 and secured first position in MBBS when results were declared by Jammu University in the year 2009. Her father Syed Asgar Ali was the first to have qualified KAS from Kishtwar in the year 1977. Her grandfather Pir Nizam-ud-Din is also a renowned social worker of Kishtwar and as served Member Legislative Assembly (MLA) from Kishtwar constituency.

After completing her MBBS with first class first, Sehrish appeared in KAS examination of J&K State Public Service Commission (PSC) in 2009-10 but was declared successful. She filed a writ petition in J&K High Court but her claim was strongly contested by PSC with the plea that she had not completed MBBS at the time of appearing in Civil Service examination. Even as her petition was under hearing, she decided to teach the PSC a better lesson and appeared afresh in next year’s KAS. She figured at serial number one of the merit list when PSC declared result of 2010-11 KAS examination last year. Figuring at serial No: 118 in this year’s UPSC merit list, she is likely to be allotted IPS and may thus create history of becoming J&K’s first Muslim woman IPS officer.

Currently under training of KAS at IMPA in Jammu, Sehrish attributed her success to her parents and said that it was Allah’s blessing and gift to her family. She told Early Times that she had a strong urge or working for the people of the state of Jammu and Kashmir. “KAS is a prestigious stream but IAS is a far wider platform. I thank God that I am getting an opportunity to be part of policy making and policy implementation for my people”, she added.

Third from J&K in the UPSC merit list is a resident of Dharana village of Mendhar, Poonch, just 5 Km from LoC. Mohammad Aijaz too had qualified last year’s UPSC examination but due to his falling low in merit, he had been allotted Indian Revenue Service (IRS). Designated as Assistant Commissioner of Income Tax, Aijaz is currently under training at National Academy of Direct Taxes in Nagpur, Maharashtra. Like, Sehrish, he too had qualified PSC’s KAS examination, in 2009, but had soon joined All India Service after qualifying IAS (IRS) last year. He went for KAS and IAS after passing B Tech in Mechanical Engineering at the prestigious IIT Delhi with over 95% marks in 2008.

With his improvement in ranking this year, Aijaz has bright prospects of getting IAS in J&K cadre. He belongs to the reserved ST category but has qualified today in General category. His father, Choudhary Ghulam Nabi is a Junior Engineer in Rural Engineering Wing of Rural Development Department in Poonch and his mother is a housewife. Like Abid and Sehrish, Aijaz too said that he had a strong aspiration to work for the people of his state. His induction into IAS comes three years after Shahid Iqbal of Rajouri district broke the ice in UPSC for the border belt of Rajouri-Poonch.

Dr Inamul Haq Mengnoo from Kashmir, who figures at serial number 280 of the UPSC merit list, has qualified after reportedly completing MBBS followed by MS in Orthopedic Surgery. Reports said that Bashir Ahmad Bhat (434) was a Bachelor in Veterinary Science while as Dr Manazir Jeelani Samoon has MBBS. His father, Dr Jeelani Samoon, from Gurez area of Bandipore district, is working in Department of Hematology at SKIMS, Soura. Reports said that Qazi Mohammad Salman Ibrahim of Baramulla district had a masters in Financial Administration.

SRINAGAR, May 4: As the Union Public Service Commission (UPSC) today announced results of the country’s most prestigious competitive examination, Civil Services Examination 2011, as many as seven candidates from Jammu & Kashmir were declared successful and recommended for appointment to Indian Administrative Service (IAS), Indian Police Service (IPS) and other All India Services. Five of them are from Kashmir and two more from Jammu division.

  • Highlight of Civil Services Examination, 2011, Results

    Ø      The Civil Services (Preliminary) Examination, 2011 was conducted by UPSC on 12th June, 2011. A record number of 4,72,290 candidates applied for this examination, out of which 2,43,003 candidates have actually appeared.

    Ø   11984 candidates were declared qualified for the Main written examination held in October-November, 2011 out of which 2417 candidates were selected for the Personality Test conducted in March-April, 2012. Finally, 910 candidates (715 male& 195 female) have been recommended for appointment to the IAS, IFS, IPS and other Central Services against 1001 reported vacancies. Vacancies unfilled presently are on account of 91 reserved community candidates qualifying on general standards. Depending on the options exercised by them finally, these vacancies will be filled by candidates recommended for the Reserve List that is maintained by the Commission.

    Ø  The First two positions have been taken by female candidates. The top 25 candidates include 19 male (including 01 visually challenged candidate) and 06 female candidates. In the top 100 candidates, there are 21 female candidates.

    Ø      Ms. Shena Aggarwal (Roll No. 233541) has topped the Examination. She has done MBBS from All India Institute of Medical Sciences, Delhi. This is her 3rd attempt.

    Ø The 2nd ranker is Ms. Rukmani Riar (Roll No. 27895). She has done Master of Arts (Social Entrepreneurship) from Tata Institute of Social Sciences, Mumbai. The is her 1stattempt.

    Ø    The 3rd position is bagged by Shri Prince Dhawan (Roll No. 1804). He has done M. Tech (Elect. Engg.) from IIT, Delhi. This is his 1st attempt.



    • The result also showcases the pan-Indian distribution of successful candidates of this Examination. Amongst the top 25 candidates, there are candidates claiming domicile from as many as 16 States, i.e., Andhra Pradesh, Assam, Bihar, Chattisgarh, Delhi, Haryana, Jammu & Kashmir, Jharkhand, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Tamilnadu, Uttarakhand & Uttar Pradesh.

    • The top 25 candidates include alumni from some of the premier educational institutions of the      country including AIIMS, IIM and IITs. An alumnus of London School of Economics also figures in the top 25.

In the major shake up in litigation and prosecutions layers of J&K Government, expected next week, Sr Additional Advocate (AAG) in Jammu, Satish Chander Gupta, and AAG, Abdul Hamid Qazi, are being dropped despite their impressive track record. Mr Gupta has stopped appearing on behalf of State in J&K High Court. Mr Qazi has been asked to resign or else be prepared for getting clubbed among the non-performers lot. AAG Jagdish Parihar, and Govt Advocate Deepika Mahajan, according to sources, are being dropped for 'non-performance'.

AAG Gagan Basotra, known for his high political clout, is being elevated to the position of Sr AAG in place of Mr Gupta in Jammu. Prominent advocates, Inderjit Gupta, and Seema Shekhar (who has previously functioned as Govt Advocate and AAG in Jammu for 17 years out of 25 years of her career as lawyer) are likely to be inducted as AAGs.

In Srinagar, Tassaduq Hussain Khwaja, who is currently on panel of Advoate General, is likely to be appointed as AAG. However, two government attorneys are being sacked on complaints of corruption. Advocate Nisar Shah is likely to be appointed as a Govt Advocate for pleading PSC cases (currently with Sr AAG Ali Mohammad Magray and AAG Azharul Amin) in J&K High Court. In Jammu, PSC counsel Mr D C Raina (Sr Advocate and former AG) will continue even as his junior, Farooq Natnu, is being considered for appointment as a junior counsel with PSC.

Someone thunders, someone roars,someone barks, someone bites, someone gets bitten and cries---and someone dies due to wounds or infection. Dogs continue to swell in numbers, journalists write stories, Srinagar Municipality makes dog ponds, calls for dog keepers and and gears up for sterilization. The show goes on. Chief Justice Kalifullah asked a vital question: 'Will the dogs stop biting after being sterilized?' But nobody asks him the more vital question: 'If Chief Justice of High Court will pose to be helpless by being poetic and philosophical like all others, including the much tweeting Chief Minister, who will give the Kashmiris Azadi from this dog menace? Why dogs have better right to life than humans in Kashmir alone? Is this total helplessness and insensitivity of the authorities to basis safeguards of human life or a tool to keep the Kadhmiris engaged with non-political issues?' People fattening their necks with huge salaries coming to them from taxpayers' money should have a shame to stop this spree of rhetorical speeches and deliver. Enough is enough.

Sr AAG, AAG Jammu being clubbed with ‘dead wood’ for unknown reasons

SRINAGAR, May 1: Department of Law has begun a cleansing exercise to effect a major shake up in all layers of government advocates. While as search is underway to find meritorious and competent advocates for induction, a sizeable chunk of non-performing government advocates are being shown the door in near future.

If highly placed authoritative sources are to be believed, even a few of the well performing government advocates are also being disengaged. Those being dropped inspite of their track record of impressive performance include Senior Additional Advocate General (Sr AAG) Jammu, Mr Subhash Chander Gupta, and AAG, Mr Abdul Hamid Qazi. Latter, according to sources, is currently under tremendous pressure to submit his resignation. Even as the cause of clubbing Mr Qazi with the “dead wood” is still unclear, sources insisted that a couple of Cabinet Ministers had grown angry with him over “not resisting” J&K High Court’s interim directions in a PIL related to land grabbing in Jammu.

According to these sources, it was being conveyed to Mr Qazi that in case he failed to put in his papers of resignation, he could be clubbed with the “dead wood” and shown the door. Why the establishment had begun to dislike the Sr AAG Mr Gupta, was not known immediately. Sources said that services of AAG in Jammu, Mr Jagdish Parihar, and a junior Government Advocate, Deepika Mahajan, were also likely to be terminated on account of alleged non-performance.

According to sources, a major overhaul in the government’s litigation and prosecution wings had become inevitable in the wake of public criticism that most of the government advocates had been engaged merely on account of their political and bureaucratic clout. There was consensus on the assessment that the government had been losing most of the lawsuits and getting adverse orders from courts mainly due to the fact that a large number of its advocates were neither competent nor performing well for a host of reasons. Integrity of few others, according to sources, was being viewed as “doubtful”.

Minister incharge Law, Ali Mohammad Sagar, has taken over a dozen meetings to review performance of the government advocates and sensitize them on their duties in the last two years. However, the system of engaging advocates on account of their relationship to the ruling coalition politicians and bureaucrats is continuing unabated.

Currently, the state government has one Advocate General (Mohammad Ishaq Qadiri), three Sr AAGs (Ali Mohammad Magray in Srinagar, S C Gupta in Jammu and Gaurav Pachnanda in New Delhi), eight AAGs (four each in Srinagar and Jammu), eight Deputy Advocates General (four each in Srinagar and Jammu) besides four Government Advocates in Srinagar and two in Jammu. This higher stratum of government advocates is supposed to represent the state government in J&K High Court. Mr Pachnanda has been representing the State both at J&K High Court as well as Supreme Court of India in New Delhi. In addition to them, Government has been also engaging special lawyers like Harish Salve in the infamous Shopian ‘rape-cum-murder’ case in 2009.

The State Government has also an army of nearly 100 standing counsels and legal advisors to contest its matters in subordinate judiciary. All are appointed by Department of Law.

While as Home Department has a separate army of prosecutors for contesting criminal matters in subordinate courts, Department of Law also engages about 30 Public Prosecutors to plead criminal cases in equal number of District and Sessions Courts in 22 districts.

Sources said that the process of refurbishing the activity and performance of government advocates was already underway and it could be completed in the current month. Performance of the lawyers was being examined by different officials in two or three departments, sources added.

Advocate General, Mohammad Ishaq Qadiri, declined to comment on the names available with Early Times but he confirmed that a number of government advocates were likely to be replaced in near future. He said that he had lately written a note to the higher authorities to underscore the need of replacing the non-performing lawyers by fresh, energetic, meritorious and competent incumbents. He, however, made it clear that he had not mentioned any names.

Mr Qadiri said that Government was now obtaining reports with respect to the performance of government advocates from various Heads of Departments and Administrative Secretaries as also some members of judiciary. He said that the offices of Advocate General and Director Litigation would finally make individual assessment of all the incumbents and also evaluate proposed incumbents on the basis of different criteria. “No final decision has been taken till date”, Mr Qadiri asserted. He said that the need of refurbishing the entire system had arisen out of certain adverse orders in some matters besides clamour of some legislators during recent session of legislature.
